Overview
RCLS is a governmental non-profit agency [509(a)(3), Type I] funded by Rutherford County and the Cities of Eagleville, Murfreesboro and Smyrna. All employees are governed by The Board of Directors of Rutherford County Library System and are not part of any city or county government.
The Board of Directors of Rutherford County Library System consists of eleven (11) members, four (4) of whom are appointed by the City Council of Murfreesboro, and four (4) of whom are appointed by the County Commission of Rutherford County, two (2) of who are appointed by the Smyrna Town Council, and one (1) appointed by the Eagleville City Council. The members shall serve without salary for a three (3) year term and no more two (2) successive terms.
Meetings
The Board of Directors typically meets on the third Monday of each month at 5 p.m. with some exceptional months: January, May and November. Meetings are generally held in the Linebaugh (Main Branch) Conference Room on the 2nd Floor and also at other branches of the Rutherford County Library System. PM-500 j) The public may make comments at a Board meeting, in accordance with Board policies. Prior to the Board meeting the issue should be identified in a written statement submitted by the speaker to publiccomments@rclstn.org by noon the day of the Board meeting which states the speaker’s name and address and which also states whether the person is a System cardholder and the action the person is requesting if any.
A person making public comments should address all questions to the Board rather than to a System employee. The Board may address comments made by the public after the public comment section is concluded. These provisions for public comments may be adjusted by the Board based on circumstances.
1. Public comments on agenda items a. Public comments on actionable items on the agenda b. A person making public comments is limited to three (3) minute and the total amount of time allocated for all public comments shall be fifteen (15) minutes.
